Minutes of Harberton Parish Council meeting held on Tuesday 14 March 2006 at Harberton Parish Hall at 7.30pm.

Present: Cllrs Fearn, Stubbings, Jeffreys, Knight, G Janes, Williams, Beamish, Johnson and D Cllr Steer.

Apologies: Cllrs Hockings, E Janes, Devon County Cllr Date and PC Dunn.

Clerk: Mrs D Crann.

The Clerk opened the meeting by reporting the continued illness of both the Chairman and Vice Chairman and called for nominations for Chairman for the meeting. Cllr G Janes proposed Cllr Fearn, seconded by D Cllr Steer to which he agreed. There being no other nominations, voting was all in favour. The minutes of the previous meeting were then considered and after one amendment, were agreed and signed by the Chairman as a true record.

Matters Arising:

1) The Clerk reported she had written to Inspector Jackson of Totnes Police regarding the harassment by youngsters of the residents in Harbertonford and had had an acknowledgement indicating follow up action.

2) Poor visibility at Fork Cross, Harberton. D Cllr Steer has been in touch with both Mr Halliday and Mr Anning whose hedge was involved. Both had offered to help with improving visibility. Mr Anning had been most helpful and had also offered some financial help. D Cllr Steer estimated that the work to improve the visibility on both sides of the crossroads might cost the Parish Council in the region of £500. Mr Halliday could offer help with traffic control. All councillors agreed that this should proceed.

3) Flood prevention works in Harberton would soon be completed.

4) P3 Footpath Scheme. Still ongoing.

5) Speed check on A381. Ongoing.

6) Illegal parking at the side of the bus stop in Harbertonford. The Clerk had heard from Mike Jones at DCC Ivybridge, who said that for various reasons DCC could not agree to any bollards at the outer edge of the footpath and that any cars parked there would be a matter for the Police.

7) D Cllr Steer pointed out that regarding the subject of affordable housing mentioned last month, the Government had now withdrawn the Second Homes Council Tax for SHDC, who received only 9%.

8) Reports on the condition of the Chairman and Vice Chairman who were both still ill, were optimistic. Cllr Janes was now home, but receiving dialysis in Exeter.

9) The application for the £5,000 loan from SHDC had been approved.

10) Cllr Beamish reported that his application to take part in the Great West Run had not been accepted as all places were taken.

Planning: Parish Council Recommendations.

Decision between meetings –

23/0241/06/F 3 Marl Park, Harbertonford. 2 storey extension and replacement of porch. No objections. Cllr Knight took no part in the decision.

Decisions at the meeting –

23/0283/06/F New Oak Barn, West Leigh, Harberton. Construction of detached garage. Decision deferred for a site meeting.

23/0315/06/F East Leigh Farmhouse, Harberton. Change of use of land for relocation of mobile home. No objections, but only for a mobile home and to remain as such. Proposed by Cllr Johnson, seconded by Cllr Stubbings. 8 in favour, 1 abstention.

23/0411/06/CLE Cider House, Lower Blakemore Farm, Blakemore Cross, Harberton. Certificate of Lawfulness for existing use in breach of Condition B. No objections. Councillors have no information regarding this application.

Correspondence:

1) Room hire invoices 2005/6 to be paid. Harberton Parish Hall £35.00 – 7 meetings and Harbertonford Primary School £25.00 – 5 meetings up to 31/03/06. Proposed by Cllr Williams, seconded by Cllr Steer. All in favour

2) DCC Notification of Temporary Road Closure. Bow Road, Beenleigh, Harbertonford.

3) SHDC training programme for clerks and members shown to the meeting.

4) DAPC. Various items received, including request for nominations for royal garden party in July 2006 – no nominations, Village Green magazine, various training courses for councillors and chairman.

5) S Hams Sustainability Group Light Pollution Event 28/03/06 at Follaton House at 6.30pm shown to the meeting.

6) SHDC Off Street Parking Fees 2006 shown to the meeting.

7) A letter had been received from Mr White of Harberton. This suggested additional signing of “Danger – Children Crossing” in Harbertonford on A381 in the 30mph zone. This will be put to Mr Halliday at next month’s meeting. Cllr Knight reiterated last month’s comment that there were too many road signs in Harbertonford which confuse motorists approaching the pedestrian crossing.

8) SHDC Parish Cluster Meeting will be held on 04/04/06 at 7.00pm at Harberton Parish Hall. Several councillors hoped to attend.

9) P3 Annual Surveys were due. The Clerk had spoken to Roz Davies of DCC and hoped to be in touch with her again before the next meeting.

10) Harberton Playing Fields Association. An application for a grant towards grass cutting, together with a copy of accounts had been received. Councillors expressed their gratitude for all John Culf’s work in keeping Harberton Playing Fields and the churchyard neat and tidy. It was proposed by D Cllr Steer and seconded by Cllr G Janes to grant £400.00. All in favour.

11) CPRE and MVF’s Best Kept Village Competition 2006 entry forms shown to the meeting.

Annual Grants:

CAB. It was proposed by Cllr Beamish, seconded by Cllr Stubbings, to grant £50.00. All in favour.

Matters at the Discretion of the Chairman:

1) Cllr Johnson and Cllr Fearn reported that the road at Screws Lane to Coppithorne and down to Blakemore Level required work to clear buddle holes and at the road edges.

2) Cllr Beamish reported he was in the process of laying the hedge bordering the footpath around the Playing Field in Harbertonford.

3) Cllr Knight reported a lot of dog fouling in the area of Bow Road/Marl Park and the Playing Field in Harbertonford. He asked that dog owners clear up after their dogs as there is an environmental/health issue.

The meeting closed at 9.15pm. The next will be held on Tuesday 11 April 2006 at 7.30pm at Harbertonford Primary School. The meeting will be attended by Mr Halliday of DCC.
