Minutes of Harberton Parish Council meeting held on Tuesday 13 June 2006Harbertonford Primary School at 7.30pm. Present: Cllrs Fearn, Jeffreys, Janes, Knight, Johnson, D Cllr Steer and Devon Cllr Date. Apologies: Cllrs Hockings and Beamish. Also, PC Dunn of Totnes Police. Clerk: Mrs D Crann. The Chairman opened the meeting by welcoming everyone. Firstly, he announced the death of Cllr Bryan Stubbings of Harberton, who had been a long-serving councillor. Condolences had been sent to his widow, Marlene. A minute’s silence was observed in his memory. Secondly, the Chairman called for nominations for Vice-Chairman. Cllr Knight was proposed by D Cllr Steer, seconded by Cllr Jeffreys, to which he agreed. There being no other nominations, voting was all in favour. County Cllr Date was then invited to speak. He gave a short report as follows. As a Governor of KEVIC he was involved in the disbursement of donated money for the support of pupils in various projects. At the DCC AGM on 25/05/06, he had been appointed to the Committee for Gypsies and Travellers. He reported the reluctant decision of DCC to close Danby House. Cllr Date also reported on the continuing poor visibility at the pedestrian crossing in Harbertonford and will pursue the matter with Mr Halliday of DCC Highways. Cllr Date concluded by reporting that he was pursuing the possibility of a grant for the Harbertonford Playground scheme. After further discussion, he left the meeting. The Chairman then turned to the minutes of the Annual Parish Meeting held on 09/05/06 at 7.30pm. All councillors had received a copy and, after agreement, they were signed by him as a true record. The Chairman and councillors then considered the minutes of the monthly Parish Council meeting held on 09/05/06 at 8.40pm. After agreement, the Chairman signed them as a true record. Matters Arising: 1) Re Police patrols in Harbertonford. The Clerk and Chairman had had contact with the Police recently. There had been, and will continue to be, foot patrols in Harbertonford, visits to the school and public house by PCs and Voluntary Constables. Any problems can be reported by phone on 08452 777444 to Sgt Hopper or PC Dunn of Totnes Police. 2) Poor visibility at Fork Cross, Harberton. D Cllr Steer had been in touch with Polly Stone of SHDC regarding this matter, also with Mr Anning, and was following the matter up. 3) P3 Footpath Scheme. No further funds available this year. Planning: Parish Council Recommendations – Decision at Meeting: 23/0954/06/F New Buildings, Harbertonford. Creation of lay-by for car parking. No objections. Proposed by Cllr Jeffreys, seconded by Cllr Janes. 5 in favour, 1 abstention. Correspondence: 1) A letter had been received requesting a grant towards the upkeep of St Andrew’s churchyard in Harberton, together with a copy of the accounts. It was proposed by D Cllr Steer, seconded by Cllr Johnson, to grant £350.00. All in favour. 2) An invoice had been received for the servicing and repairs of the Harberton mower for £137.40 – this to be paid. Proposed by Cllr Jeffreys, seconded by Cllr Janes. A donation cheque had also been received from Harberton Playing Fields Assn for £116.94 and paid into the bank to cover this (ex VAT). 3) A letter had been received from Tor Homes informing the Parish Council that the former communal lounge would now be designated 26 Bow Road, Harbertonford, Totnes TQ9 7TQ. 4) DAPC. Various items received, including Village Green magazine, website information and training days, plus DPFA AGM on 07/07/06 at Upton Pyne. 5) DCC. Temporary road closure 19/06/06 – Luscombe Cross to Painsford Cross, Harbertonford. 6) KEVIC. Details of new arrangements establishing a company limited by guarantee with charitable status shown to the meeting. 7) A letter had been received from Mr C Lund, secretary of the Feoffees. He was requesting that the Parish Council choose a new representative for Harbertonford, following the passing of Cllr Edmund Janes. It was proposed by D Cllr Steer, seconded by Cllr Johnson to nominate Cllr Gwen Janes, to which she agreed. Voting was all in favour. 8) DCC. Local Government White Paper. Suggestions were sought as to how DCC should respond. 9) SHDC. Gambling Act 2005 public consultation shown to the meeting. 10) SW Regional Assembly consultation document to be passed around the councillors 11) SHDC. Redundant Building Grants. Details shown to the meeting. Further details may be obtained from the Clerk if required – telephone 01803 732210. 12) SHDC. New Chairman, Cllr Bryan Carson, has been announced. He would like to visit the Parish Council at a future date. Also on the table: Charter 88; Victim Support Devon; DCC Newsletter; Library Service details; RCS reports; SHDC Executive Forward Plan and SHDC Agenda & Minutes. Matters at the Discretion of the Chairman: 1) Cllr Janes wished to thank everyone for the beautiful cards and flowers she had received. Also, help from the Clerk. 2) On behalf of the councillors, the Chairman had also sent flowers to Mrs Stubbings after her husband’s passing. She wished to thank everyone and said she wished to continue to put the Parish Council notices on the board in Harberton. Councillors expressed thanks for this offer. 3) D Cllr Steer reminded councillors that in early June the 10th anniversary of the opening of Harberton Parish Hall would be marked. After some discussion, councillors felt that it would be an appropriate gesture to remember Ronnie Sinclair, who was a driving force during the fund-raising period, by dedicating the garden to the left of the entrance to his memory. It was agreed to pass this message to the Hall committee. 4) The Chairman reported the buddle hole blocked near the entrance to Watery Lane in Harberton. Cheques signed: The meeting closed at 9.00pm. The next will be held at Harberton Parish Hall on Tuesday 11 July 2006 at 7.30pm. |
