Minutes of Harberton Parish Council meeting held on Tuesday 11 December 2007 at Harberton Parish Hall at 7.30.pm

Present: Cllrs Fearn, Hoddinott, Steer, Hockings, Hookway, Williams & Johnson. Apologies: Cllrs Knight, Janes, Beamish, Jeffries, Devon County Cllr Date & District Cllr R Steer.

The Chairman opened the meeting, welcomed everyone & invited Mr Kelly from Follaton village to speak. He had already written to the Clerk and his letter was passed around the meeting. His subject was Winsland House, Totnes and surrounding grounds – an area which is just inside this Parish. Mr. Kelly asked Councillors if they knew proposals to include this area in any housing developments. None of the councillors had any knowledge at all. Mr. Kelly also said he would welcome Tree Preservation Orders on some of the mature trees in these grounds so that they could be preserved. There followed a discussion when councillors said there had been no communication between this Parish and SHDC about any developments in this area, after which Mr. Kelly left the meeting.

Apologies had been received from County Cllr Geoff Date, who had nothing to report.

Apologies also from District Cllr Robert Steer, who reported on the meeting between Parish councillors and SHDC on the proposed Bottle Bank in the top Harberton Carpark by the Playground area.

Police report sent by email to the Clerk was also read out by the Chairman. 1 assault & 1 fraud involving a cheque card were reported.

The minutes of the previous meeting were then considered, agreed and signed by the Chairman as a true record.

Matters Arising:

1) Harbertonford Village Hall Loan application. The Clerk had just this day received the Business Plan, together with a letter of application for the Loan from Mrs R Stollard who had been assisting the Harbertonford Village Hall Cttee with their application. This Business Plan must now be studied by Councillors and the Loan application will be considered again at the January meeting.

2) The plaque for the bench in memory of the late Edmund Janes is ongoing.

3) Re cars not stopping on Pedestrian Crossing at A381 in Harbertonford. Another letter had been received from Mr & Mrs Lawrence which was read out to the meeting. It also dealt with cars parked illegally at the junction of A381 and Old Road near Harbertonford Post Office. This letter has followed one dated 25/06/07. The Clerk will write again to Mike Jones at DCC, Newton Abbot.

4) Bottle Bank in Harberton. A site meeting had recently taken place in the upper car park at Harberton Playingfields between SHDC Officer, Cllrs Fearn & Hockings and Mr & Mrs Culf. It had been agreed to sound out the opinions of Harberton residents as to their views on this matter. If a Bottle Bank was sited in this car park, would it be used sufficiently, also any other views?

5) Harbourne Shuttle seeking financial support - ongoing.

6) The Clerk had spoken with James Miller regarding children using the Ford area in Harbertonford as a bike ramp etc. He had very kindly spoken with the Post Master in the shop who would be keeping an eye on the situation for us.

Decisions between meetings

23/2422/07/F The Granary, Dorsley Barton, Harberton. Resubmission of 23/2005/07/F - Installation of window in north elevation. No objection.

23/2431/07/TC Land at 9 Church Court, Harberton. Fell 1 Leylandii. No objection.

23/2450/07/LB 2 Broad Steps, Old Road, Harbertonford. Installation of rooflight and replace front door. No objection.

Decisions at meeting

23/2509/07/F Newlands Cottage, Foalsleigh Farm, Harberton. Reuse former dwelling, currently used as storage barn, as annexe dwelling to main house. No objection, proposed by Cllr Steer, seconded by Cllr. Hockings. All in favour.

23/2511/07/F 9 Youldons Close, Harbertonford. Extension to front of property. No objection. Proposed by Cllr Steer, seconded by Cllr Johnson. All in favour.

23/2533/07/F 1 Brewery Cottages, Old Road, Harbertonford. Extension to dwelling. No objection. Proposed by Cllr Williams, seconded by Cllr Steer. All in favour.

Cllr Johnson excused herself and left the meeting. Before leaving she reported a BT pole in Harberton between Tristford Farm and the village in a dangerous state – a support stay is loose in the bank. The Clerk will report this matter.

Correspondence:

1) D&C Constabulary re Neighbourhood Watch Scheme. This matter to be discussed further at the January meeting.

2) SHDC Budget meeting with Town & Parish Councils to be held at Follaton house, 17.1.08 at 7.00.pm. The Chairman will attend.

3) SHDC Notification of Election Costs from May 2007. Although there was no election, certain costs accrued Harberton Ward £142.20 and Harbertonford Ward £123.37 totalling £285.57. This will be invoiced in May 2008.

4) Harbertonford Sport & Social Group request that following the recent resignation from their Cttee of Cllr Jeffries. the Parish Council appoint a new representative. This to be discussed at the next meeting. Also, there is a need in Harbertonford for allotments. An approach has been made to Joyners nurseries along Bow Road as this site appears to be unused. Mr S Woollett is to be invited to discuss this matter at the next Parish Council meeting.

5) Letters from SHDC & Diptford PC were received regarding a Parish Emergency Plan. Diptford PC suggest this Parish might like to create a joint Emergency Plan for the two Parishes. This matter to be discussed further at the next meeting. Meanwhile the Chairman will make contact with Diptford Parish Council.

6) A letter received from Elmstar re Grounds, Fencing & Treework was shown to the meeting.

7) DCC Temp. Road Closure, Tristford Road to Church House, Harberton 15/01/08.

8) A letter received from Mr. Kelly of Follaton Village had already been discussed.

9) SHDC notification of Parish Cluster meeting at Follaton House, 11/12/07.

GLEAM newsletter; SHDC Forward Plan; DCC Newsletter; S.Hams magazine; Victim Support; Friends of the Earth.

Matters at the Discretion of the Chairman.

1) Cllr Hockings again reported bad potholes outside the Old Smithy in Harberton and at the other end of Harberton towards Totnes from Ford Farm to Broad Park Stile, serious corrugation of the road surface.

2) Cllr. Hookway reported the recycling bags not collected for several weeks at Luscombe area in Harbertonford.

3) Request to the Clerk by Cllr Beamish to enquire if Joyners Nurseries site down Bow Road could be tidied up.
